About ZHC
HISTORY
The Zanzibar Housing Corporation (ZHC) is an autonomous government institution established under Act No. 6 of 2014. Through this legislation, the Corporation was mandated to manage and develop Zanzibar's housing sector with the goals of increasing national income and providing citizens with high-quality, safe housing.
Before ZHC was established, these responsibilities were managed by the Housing Department (Majenzo) from March 2000 to August 2015, which operated under the Ministry of Water, Construction, Energy, and Lands. The transition occurred when the Government decided to reform the residential development sector, leading to the official launch of the Zanzibar Housing Corporation.
Initially, the Corporation’s primary tasks involved managing and developing existing residential properties in Unguja (including Michenzani, Kikwajuni, Kilimani, Mombasa Kongwe, Makunduchi, Gamba, and Bambi) and Pemba (Madungu, Mtemani, and Wete). These activities included leasing units, collecting rent, and performing maintenance as required.
Starting in 2020, the Corporation expanded into developing new affordable housing and commercial shops to drive growth in the residential sector. This began with the Mombasa Project in Unguja and the Mkungu Malofa project in Pemba. For the 2024/2025 fiscal year, the Corporation is progressing with several large-scale projects, including:
Chumbuni Project (Phase 1): Featuring a total of 1,095 housing units.
Kiembe Samaki Project.
Mombasa Project (Phase 2).
Kisakasaka Project.
African Union for Housing Finance (AUHF) +2
In 2024, the Corporation's annual revenue increased by 100%. This period also saw the establishment of a Construction and Consultancy Company, which provides specialized services to both government and private institutions
